Many years ago I worked in a municipal permits and inspections department. Builders came in and applied for permits, we issued them and then took care of the inspections to make sure that homes and business were being built according to the current building codes. Following three consecutive days of upgrades for Research In Motion Ltd. shares, Canada’s smartphone maker ended an otherwise optimistic week on a sour note.

Canaccord Genuity slashed its RIM price target Friday to US$21 per share from US$28. On the same day, Best Buy Canada slashed $300 off the price of RIM’s BlackBerry PlayBook tablet.

Starting Friday and running until November 24, Canadian Best Buy and Future Shop locations will be offering the 16 GB (gigabyte) version of the first RIM slate for just $199, with larger models also being offered for $300 less than originally priced. Queb
